Why this kind of app is expensive

Moving money peer-to-peer means KYC and bank-account verification before the first transfer, plus fraud and chargeback exposure on every send.

A real-time ledger has to be exactly right — there is no eventual consistency on someone's balance.

Instant transfer to a debit card is a second payment rail layered on top of the ACH one, each with its own failure modes, and disputes need a support workflow because a missing payment is the ticket that ends the product.

The cheapest honest version of this idea is bank-transfer only, no instant debit transfer, no public payment feed. That lands nearer $24k–$55k.
